City Manager's Weekly Update

Marketing & Communications
We filmed a testimonial video for the Kids Kastle rebuild. Craig and Sheri Marshall and their two kids, Ethan and Sara, shared with us their experience with 2000 build and their excitement to participate in the upcoming build. We continue to seek volunteers to help with the build. Members of the sponsorship, food and public relations committee as well as Council, the Mayor, and staff have been sharing the information with residents and the business community. When people come to City Hall for early voting they will see a TV in the rotunda with information about the project and flyers for them to take. The community can sign up to be part of the build at www.SpeakUpHV.com.
2.21.2020 MC - Come Build with Us
We have been working with the PFC Aaron Hudson committee on the artwork for the memorial items to be placed at the pedestrian bridge at Doubletree Ranch Park. A dedication ceremony will take place in April.
 
Fire Department
This week, all three shifts attended their monthly EMS Continuing Education class in the Fire Department’s Training Room. These classes are taught by Lead II Excellence and keep our crews current on the latest techniques, developments, skills and new technology in emergency medicine. The topic of this course was renal dialysis.

The Fire Department conducted its CPR/AED class on Wednesday evening. These classes are taught by a member of the Highland Village Professional Firefighters Association and are conducted on an even month basis. The cost is $40.00 for residents of Highland Village and Boy/Girl Scout Troops and $50.00 for non residents. The next class will be held on April 15, 2020, from 6:00 pm to 9:00 pm at the Highland Village Fire Station. You may sign up via the City website or call the Fire Administration to schedule.

On Tuesday, Assistant Chief Nokes attended the monthly EMS Committee meeting at Medical Center of Lewisville to discuss continuity of care for patients transported to the hospital via local emergency services. Assistant Chief Nokes also attended the Zone 2 meeting which is held monthly and consists of Denton and Wise County emergency services managers.

Assistant Chief Collier attended the North Texas Fire Investigators meeting on Wednesday in Addison. This organization is made up of professionals involved in fire investigation and they host various training classes throughout the year to assist its members in gaining valuable knowledge and experience.

A-Shift conducted weekly Blood Pressure Checks at The Robert & Lee DuVall Center on Thursday.

Assistant Chief Collier completed three fire inspections and two fire plan reviews this week.

This week, staff finalized planning to attend the McAuliffe Chili Cook-Off. Staff and Kids Kastle Playground Rebuild fundraising committee chair Dave Rush will man two booths at the cook-off to spread the work about rebuilding the Kids Kastle playground. One booth will be inside and one booth will be outside. Kids Kastle Playground Rebuild tools committee chair Bobby Gravely will be providing the chili! This truly is a community effort and we are all excited about being involved in this amazing opportunity!

Marcos Mejorado continues to monitor and repair irrigation throughout the city and continues to concentrate on FM 2499.

All staff continue to perform routine maintenance throughout the park system in preparation for the upcoming baseball, soccer, kickball and mowing seasons.

Staff continues to clean up the southern portion of Doubletree Ranch Park. This week, Gabe Doria coordinated the removal of the last shipping container and moved it to Copperas Branch Park. The containers are used for storage.

Staff installed signs at both boat ramp parking lots located at Pilot Knoll Park and Copperas Branch Park stating that only vehicles with trailers are allowed to park in those parking areas.

Park Capital Improvement Projects
PC Aaron M. Hudson Memorial Bridge Dedication Project
This week, staff finalized the location of the stone monuments, stone benches, story board and column plaques. Staff will begin installing the infrastructure in two weeks at the PFC Aaron M. Hudson Memorial Bridge that is located at Doubletree Ranch Park.

Kids Kastle Replacement Project
This week, Phil Lozano, Fince Espinoza and Terry Golden hosted a staff meeting to discuss the expectations, timeline and construction of the Kids Kastle Playground Rebuild project. The department is excited to be leading the charge to accomplish this once in a generation type of project that will have a tremendous impact on the community!

Departmental staff Andra Foreman, Bree Shamsy, Terry Golden, Adam Richter and Gabe Doria continue to coordinate the ordering of materials, supplies, equipment, staging and any other necessary items needed for this build to be successful.

Earlier this week, staff received a transition boulder and caterpillar. Adam Richter coordinated with staff, the delivery company and a crane company to have these items places close to the build site.

The build date as follows: Phase 1 March 23-26 & Phase 2 March 31-April 5. You can find more information about this project at SpeakUpHV.com. We do not need expert carpenters to build, we are seeking passion and we’d love for you to be involved for current and future generation to enjoy. Together, we will make this magical playground happen!

Unity Park Plaza Project (Kids Kastle Area)
Representatives from BW2 Engineers, Cole Construction, Forever Lawn and La Terra Studio continue to coordinate with staff to keep this project moving forward in preparation of the Kids Kastle Playground Rebuild project. The grading plan will be finalized today by La Terra Studio and distributed to all parties involved. BW2 Engineers plans to stake all 205 post and all 25 equipment footings the following week so that staff may begin digging the post holes and installing some of the footings in preparation for the build in two weeks.

Unity Softball Field Project
Staff and the contractor continue to await drier conditions so that they are able to top-dress the seams of the sod in the outfield and regrade the infield one last time.

Unity Park Pond Dredging Project
American Underwater Services continues to dredge the ponds at Unity Park. They are currently to the dock on the lower pond. They expect to be done dredging the lower pond by this week. The bags will have to dry out for 3-4 weeks before the contractor is able to haul off the material. The parking lot that is between the ponds and Briarhill Blvd. will be closed for the duration of the project in order to stage their equipment.

Copperas Branch Park Master Plan
This week, La Terra Studio sent staff an updated plan for review. Staff is in the process of reviewing.

Doubletree Ranch Roof Replacement Project
The contractor continues to work on the roof replacement at the Doubletree Ranch Park barn. This project has been extended due to the weather with rain events happening for the past five weeks.

Sunset Point Park Project
The contactor continues to work on completing this project. The contractor is awaiting the delivery of the solar powered security light. It has been ordered and estimated delivery is five weeks from today.

Victoria Park Sidewalk Improvements Project
This project is not scheduled to be awarded until late summer of 2020 in combination with the Highland Village Rd. Sidewalk and FM 2499 sidewalk projects. Staff has been in coordination with BW2 Engineers regarding the design of all three projects. BW2 Engineers is in the process of revising the plans and will resubmit them to staff when they’re ready.

The contractor has installed the bollards between the park area and the U.S. Army Corps of Engineers (USACE) land to prevent people from driving onto the USACE land. They have also completed the installation of the turf, parking lot paint, and signs. Staff is currently working with the contractor to approve a solar security light for the site.

Victoria Park Sidewalk Improvements
Staff is reviewing the plans provided by BW2 Engineers, Inc. This project is scheduled to be awarded in the summer of 2020 in conjunction with the Highland Village Road and FM 2499 sidewalk projects.

Recreation
The Youth Winter Basketball League games continue this Saturday at Briarhill Middle School, the playoffs will take place next Saturday, February 29.

This spring, the Parks and Recreation Department will be offering adult co-ed kickball at Unity Park. Registration will be open from Monday, February 3 through Friday, February 28. Games will start Wednesday, March 11 at Unity Park. To register your team, or to register as a free agent, visit teamsideline.com/highlandvillage.

Senior All-Stars

On Thursday, 34 Senior All-Stars enjoyed a loaded baked potato bar for lunch provided by Meals on Wheels. After lunch, some of the All-Stars stayed to play Bridge, Dominoes, and Pennies.

Community Education Classes

Camp Gladiator is held at Unity Park on Monday, Tuesday, and Thursday at 8:30 a.m.; at Doubletree Ranch Park on Monday, Wednesday and Friday at 7:45 a.m.; as well as on Monday and Wednesday at 5:00 p.m., 6:15 p.m., and 7:30 p.m. at Doubletree Ranch Park.

Tai Chi Gung is held Mondays from 12:00 p.m. - 1:00 p.m., Wednesdays from 10:30 a.m. – 11:30 a.m. and Thursdays from 10:30 a.m. - 11:30 a.m. at The Robert & Lee Duvall Center. These classes are free of charge.

Outdoor Recreational Pickleball open court is available at Unity Park. Pickleball nets and balls are located on-site for set up. All ages are welcome to play FREE of charge and residency is not required. Don’t forget to bring your paddle!

Indoor Recreational Pickleball open court is available weekly on Monday, Tuesday, and Thursday from 1:00 p.m. - 4:00 p.m. at The Robert & Lee DuVall Center. All ages are welcome to play FREE of charge and residency is not required.
