Utilities Billing Information

How do I set up water, sewer & garbage services?

You may activate water, sewer, and garbage services in Highland Village on-line through 2TurnItOn, or by downloading an "Application for Water Service" form (Click here to View the Application). After filling out the form, you may:

• Deliver it in person at: 1000 Highland Village Road, Highland Village, TX 75077

Please be aware that a $50 deposit is required to set-up service (except customers who are 65 years of age or older). For applications that were submitted e-mailed or faxed in, the $50 deposit fee will be added to the customer's first bill. The deposit will be refunded to customers on their final bill or when the customer turns 65.

Utility Bills

• Utility bills are mailed to residents on the 1st of each month.
• Payments are generally due on the 20th of each month.
• Payments received after the 20th are subject to a 10% penalty (minimum of $5)
• A $25 fee is charged for Non-Sufficient Fund checks
• Payments can also be dropped off in a drop box at City Hall (1000 Highland Village Rd.).

Electronic Payment Drafting

Never worry about missing the due date by signing up to have your utility bill electronically drafted each monthg! A $5 discount is applied to each monthly bill of resident's that sign-up for electronic payment drafting. To sign up for electronic bill drafting:

• Mail, Fax, or deliver the "Authorization for Electronic Bank Drafting form" (Available by Clicking Here) to the City.
• After receiving your authorization, a pre-note (test transaction) will be sent with our next billing cycle. Your account will not be drafted the first month - you will receive a regular bill. Pay as you normally do.
• Unless there are problems with the pre-note (we will contact you if so), the next billing will be electronically drafted. If your bill says, "Do Not Pay - Account will be Drafted", you are set to go! Your bank will deduct the utility bill amount on or about the 20th of each month and forward your payment to the City.

• Drainage: The monthly fee is calculated at a rate of $1.20 per 1,000 square feet of impervious surface per household. The average household will be charged $4.91 per month.
• Garbage and recycling services: Billed by Waste Management, Inc. at a rate of $13.40 per household and at a discounted rate of $12.17 for senior citizens. 
•  A Level Billing program allows the option of leveling your utility bill throughout the year.
