Does your child have or want a scooter?

City of Highland Village Ordinance #04-964 effective November 10, 2004 provides regulations related to the operation of “motorized scooters” within the corporate city limits. 

No ScootersTexas State Law prohibits the operation of mini motorcycles or "Pocket Bikes" on a public street or highway.  Due to state law and city ordinance, these bikes will not be registered with our scooter program and are not allowed to be operated in the City of Highland Village on a roadway.

OVERVIEW OF KEY POINTS

City of Highland Village, Ordinance # 04-964, Regulation of Motorized Scooters

Parental Responsibility: Presumption that parent/guardian allowed child to operate motorized scooter and assumes compliance with City Ordinance.

Age Restrictions: Riders must be twelve (12) years of age or older.
Motor Assisted ScooterPermit: Required (12 and older) unless driver’s license (other than “B” restriction).

Training: Required to obtain permit.

Penalties: Applicants must agree to less than strict enforcement of “Permit Penalties” established by the Chief of Police.

Electric Scooters Only! Gas Scooters are prohibited within corporate city limits.

Bicycle Safety Rules: Texas Transportation Code, Bicycle Safety Rules apply.

Helmets: Required (ages 12 - 17)

Speed: Restricted to streets with speed limit of 30 mph or less (may cross 35 mph street).

Daylight Only: Restricted to 1/2 hour before sunrise until 1/2 hour after sunset.

Passengers: Passengers are prohibited.

Inclement Weather: Includes but not limited to rain, lightning, fog, high wind, snow, icy conditions, etc.

Enforcement: Misdemeanor violations may include fines up to $500.00.

Razor USA Recalls E300 Electric Scooters

WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission, in cooperation with the firm named below, today announced a voluntary recall of the following consumer product. Consumers should stop using recalled products immediately unless otherwise instructed.

Hazard: A weld can break causing the handlebar to detach. This can cause the rider to lose control and fall from the scooter.

Description: The recall involves Model E300 Electric Scooters, which are powered by battery-operated motors. The model number appears on the tube that connects the head tube to the deck. The recalled scooters are blue or silver. This recall includes only products with barcodes beginning in 100620-03 through -09. Products with other barcodes or no barcode are not included in this recall. The barcode can be located on the steering stem, the battery tray, the charger, and the product’s packaging.

Sold at: Pep Boys stores nationwide and various Internet retail sites from January 2006 through October 2006 for between $190 and $230.
