Water Conservation
Water Conservation The amount of water a residence uses during the winter months determines what the sewer bill will be for the rest of the year. It's difficult for most people to get a "feel" for how much water they use and where they use it. Here's some helpful information:

With the end-goal of extending its available water supply and infrastructure into the future, the City of Highland Village has enacted measures to achieve reductions in per capita water consumption and response strategies to deal with unusually high water demands, unforeseen equipment/system failure, or contamination of the water supply source. These measures are detailed in Highland Village's long term Water Conservation/Drought Contingency Plan .
Note: Groundwater well owners and residents that draw water from the lake are required to post a sign showing well water or lake water is in use in an area visible from the street.
Drought Contingency Regulations
When total water usage greatly exceeds supply and storage levels, the City will institute one of four regulation phases:
- Phase I "Seasonal Conservation": So as to reduce the impact of peak daytime water usage during the summer months, outside landscape and lawn watering is prohibited during 10:00 a.m. and 6:00 p.m. from May 1st to September 30th of each year. Hand watering of shrubbery, however, is allowed at any hour.
- Phase II "Water Management": This phase is implemented in the event of a sustained, but short-term period of water system supply degradation or excessive demand and periods of drought. During this stage, all landscape and other outside water use is prohibited on Monday and Friday to allow system recovery. Hand watering of landscapes is permitted only from 6:00 p.m. to 10:00 a.m.
- Phase III "Water Management Alert": This phase is implemented in the event of a sustained period of water system supply degradation or excessive demand, and periods of severe drought. During this stage, all landscape and other outside watering use is prohibited on Monday and Friday to allow system recovery. Hand watering of landscapes is permitted only from 6:00 p.m. to 10:00 a.m, and watering with a sprinkler is prohibited.
- Phase IV "Water Management Emergency": This final and most restrictive phase may be implemented during prolonged supply deficits or extreme drought as well as periods of severe supply degradation or excessive demand. During this stage, water use other than domestic use within the home is prohibited, and all landscape and other outside water use is prohibited.
When neither of the four regulation phases are in effect, the City is in a "Normal" supply phase and no special action or restrictions are required. The City, nonetheless, will continue to monitor water demand in terms of actual consumption by universal metering, meter repair and replacement and future cumulative commitments.
