Hand-held Mobile Telephones Prohibited in Active School Zones

At the May 13 meeting, Council approved the final read of an ordinance prohibiting the use of hand-held mobile telephones in active school zones. The Police Department conducted a survey of mobile phone use in Highland Village school zones and found usage at approximately 10%. Using hand-held cell phones in active school zones is a distraction while driving. School zones demand the constant attention of the driver in order to ensure the safety of children, pedestrians and bicyclists. The ban will be effective for the 2008-2009 school year, with education and awareness targeted for the summer months. A grace period will be instituted to encourage familiarity and compliance with the new ordinance.

Council approved the site plan for Chicken Express Restaurant to be located in Celebrations Village on FM 407. The restaurant will include a drive-through, an outdoor dining area and an additional patio on the north side of the site for connectivity to Unity Park. The building will be constructed with stone to match the adjacent businesses. 

Mayor Dianne Costa presented the first “Mayor’s Citizen Award” to Stacey and Doug Campbell. In 2004 the Campbell’s founded Greater Lewisville Cares (GLC) and Stacey Campbell served as president for the last four years. Under Stacey’s leadership, GLC has initiated programs such as the construction of wheelchair ramps, Serving Seniors to assist seniors with their independence, a scholarship for high school seniors to provide funds for college books and housing and flexible volunteer hours. The Mayor’s Citizen Award is given in recognition of the contributions of a group or individual that have had an impact on this community.

During the City Manager report, Michael Leavitt invited residents to attend the annual Highland Village Days Red, White & Blue Festival scheduled for June 7, 2008.
