At the August 10 meeting, Council received a presentation from Police Chief Ed O’Bara and approved the first read of an ordinance prohibiting the use, purchase, possession and sale of the synthetic cannabinoid known under such names as “Spice,” “Genie,” “DaScents,” and “K-2.” The product is packaged and sold as incense with no age restrictions for purchasers. The product is smoked to produce a marijuana-like high.
Council approved the first read of an ordinance renewing the franchise agreement with Denton County Electric Cooperative (CoServ). The new agreement will increase the franchise fee paid to the city by 1%, making the new fee 5% of Coserv’s gross revenues paid to the city. This increase puts Highland Village in line with the other cities in which CoServ provides electricity.
Also at this meeting, Council approved the final plat, tree plan and site plan for the construction of a church for the Church of Jesus Christ of Latter-Day Saints to be located on Chinn Chapel Road. The 4.52 acre tract is west and immediately adjacent to the Highland Oaks Subdivision in Highland Village.
