The City Council called a general election to elect persons to Council places 3, 5 and 7. Additionally Council called a special election to consider 24 proposed amendments to the City Charter and a binding referendum to extend the hours for the sale of alcoholic beverages for on-premises consumption. The election will take place on May 9, 2009.The City of Highland Village will conduct a joint election with the Lewisville Independent School District for Places 1 and 2 on the Board of Trustees.
The polling location—Municipal Complex, 1000 Highland Village Road—will be open between the hours of 7:00 a.m. to 7:00 p.m. on Election Day. Early voting will be conducted April 27, 2009 through May 1, 2009 between the hours of 8:00 a.m. to 5:00 p.m. Extended early voting hours will be available on May 4 and May 5 between 7:00 a.m. and 7:00 p.m.
There will be no additional early voting sites. Highland Village residents will only be able to vote at the Highland Village Municipal Complex. Citizens are encouraged to bring their voter registration cards with them to the polling location.
In addition to voting early by personal appearance, qualified voters may cast their ballot by mail.
A registered voter is eligible for early voting by mail if the voter meets at least one of the following criteria:
Out of the county – The voter will be out of the county of the voter’s residence on Election Day and during the hours of voting at the main early voting polling place during the part of the period for early voting by personal appearance remaining after the voter’s early voting ballot application is submitted to the city secretary. If the voter does not submit the application before early voting by personal appearance begins, the voter is ineligible for early voting by mail unless the voter is absent from the county when the application is submitted.
Disability – The voter has an illness or physical condition that prevents the voter from appearing at the polling place on Election Day.
Age – The voter is 65 years of age or older on Election Day.
Confinement in jail – The voter is confined in jail at the time the application is submitted:
• serving a misdemeanor sentence for a term that ends on or after election day;
• pending trial after denial of bail;
• without bail pending an appeal of a felony conviction; or pending trial or appeal on a bailable offense for which release on bail before Election Day is unlikely.

PHASE ONE – SEASONAL CONSERVATION BEGINS MAY 1
In an effort to conserve our water resources, the City has passed a landscape water management ordinance. A person commits an offense if he or she allows exterior plumbing leaks to exist, allows the irrigation or watering of lawn or landscape located on property owned leased or managed by that person in such a manner that causes a constant stream of water onto a street or alley in excess of fifty (50) feet from the property line, irrigating a lawn or landscape during any form of precipitation, this includes automatic sprinkler systems, or irrigating lawn or landscape when the ambient temperature is below 32 degrees Fahrenheit.
SPRINKLER HEADS AND SYSTEM MAINTENANCE REQUIREMENT
A person commits an offense if he or she operates a lawn or landscape irrigation system or device on property that he or she owns leases or manages that has broken or missing sprinkler heads or has not been properly maintained to prevent the waste of water.

Early spring is the time that grass starts to grow again. Keep your water meter box exposed, so the City can locate it in the event of an emergency and so the meter reader can locate it to properly read the water meter. It is just as important to locate and uncover your wastewater lateral clean out. In the event that you have a wastewater lateral stoppage, the City will attempt to clear the obstruction upon execution of a release of liability form. However, the City cannot assist with clearing the stoppage if the clean out is unable to be located. The City of Highland Village Utilities Division has 24-hour emergency service for your water and wastewater utility needs. During working hours, call our operations office at 972-317-2989.
The Highland Village Fire Department conducts monthly CPR and Health Care Provider courses. This training covers Cardiopulmonary Resuscitation (CPR) for Adults, Infants and Children and Automated External Defibrillator (AED) training.

The decision to activate these sirens is part of a comprehensive planning model designed by the Emergency Operations Section of the Highland Village Police Department.
