At the March 25 meeting, Council approved an ordinance adopting amendments to the Parks and Open Space Master Plan. The Plan is part of the City’s Comprehensive Plan and is used as a planning tool. The Plan was last updated in 1996.
Council received the Comprehensive Annual Financial Report (CAFR). The City received an unqualified (“clean”) opinion from the auditors in this report which is the highest rating given by the Government Finance Officers Association (GFOA) accounting standards. The rating indicates the financial statements present fairly the financial position of the City of Highland Village. The report is available on the City web site.
Also at this meeting, Council discussed a proposed ordinance prohibiting the use of hand-held mobile telephones in active school zones. The Police Department conducted a survey of mobile phone use in Highland Village school zones and found usage at approximately 10%. Using hand-held cell phones in active school zones is a distraction while driving. School zones demand the constant attention of the driver in order to ensure the safety of children, pedestrians and bicyclists. Council directed the department to bring forward an ordinance at a future Council meeting which will include a comprehensive education plan.
During the Mayors Comments, the Highland Village Lions Club presented Mayor Dianne Costa and the City a $1000.00 check for the Veterans Memorial. The City is seeking donations for the construction of a Veterans memorial. The Memorial is estimated to cost $75,000 and the City has budgeted $10,000.
During the City Manager report, Michael Leavitt invited residents to attend the Highland Village Business Association Luncheon on April 8 at Celebrations.
