Level Monthly Billing

This program does not lower your utility bill - it provides an option to budget utility expenses.

This program allows you the option of leveling your utility bill throughout the year. The sewer and garbage charges are relatively constant through the year (the maximum sewer amount is updated each June in the winter average program), but the water charges can vary considerably between summer and winter.

We can determine an average from your previous 12 months usage, and the associated water amount will be billed to you throughout the year. By using an average, you pay more in low-use months and build up a credit balance, and this allows you to pay less during high-use months - using up the credit balance. However, your bill may not be exactly the same each month - if you exceed your credit balance, causing a balance that is owed the City. The billing software will recapture a portion of this balance and bill this in addition to your average.

Terms and Conditions

You must have at least 12 months of consumption history at the current address.
Participation in the electronic payment program is required.
You must have good credit history with the City of Highland Village.
The program will be initiated with the January 2005 billing (bills mailed to residents the first week in February), and a new average will be calculated each January. You may initiate this program in any month following.
All outstanding balances will be immediately due for anyone exiting this program.
Any accounts with payments returned from the bank may be removed from the program.
Level Monthly Billing is a payment arrangement - no other payment arrangements will be accepted if you are a level monthly billing customer.
