Rates associated with water and sewer are divided into two components

Meters are read monthly to determine usage for each resident. Usage is billed according to the following rate tables:

Sewage is not metered specifically, but has a direct relationship to the water usage. Water use, thus, is used as the basis for determining sewage charges. A winter average approach is used (with primary intent to exclude usage from outside watering) by the City to determine the monthly sewage charge.

The Environmental Protection Agency (EPA) now requires that cities located in urbanized areas address water quality issues such as construction impacts on storm water discharges, detecting and eliminating illicit discharges, etc. The Texas Commission on Environmental Quality (TCEQ) will be administering the Phase II Storm Water Regulations for the EPA in Texas. All urbanized cities are included in the Phase II regulations, including Highland Village, and are required to develop and maintain a Storm Water Management Plan in order to address improved water quality. As this is an unfunded federal mandate, Council considered the billing structure for the associated charges. To fund the storm water quality program, the City developed storm water fees to be paid by the users in the community, i.e. the residential and commercial users based on the impervious cover of each household.
The monthly fee is calculated at $1.20 per 1000 square feet of impervious surface per household. The average household will be charged $4.91 per month
