The Drainage Division is responsible for managing the City's storm water drainage system. We are committed to helping area residents see the connection between effective stormwater management practices and clean drinking water, reduced flooding, and uncontaminated streams and lakes. By managing stormwater runoff, the City hopes to maintain and improve the quality of life Highland Village already has in place for today and future generations.
Stormwater runoff is the water that flows off rooftops, driveways, parking lots, private streets and other hard (impervious) surfaces during rain storms. Stormwater runoff is also the rain that flows off grass surfaces and wooded areas. Rather than being absorbed into the ground, stormwater can accumulate in many areas of the city, causing nuisance flooding and possible threats to public health and safety.
But flooding is only part of the problem. Stormwater runoff can also pick up harmful pollutants such as gasoline, oil, heavy metals, pesticides, herbicides, and lawn fertilizers and carry these into our waterways and underground drainage systems, causing significant environmental damage to our streams, rivers, lakes, and possibly contaminate our drinking water supply.

The Federal Environmental Protection Agency (EPA) requires that cities located in urbanized areas address to develop and implement a stormwater management program to reduce stormwater pollution discharges.
To comply with the EPA's Phase II MS 4 Storm Water Regulations, the City of Highland Village has submitted to the Texas Commission on Environmental Quality (TCEQ) its Municipal Drainage Utility System (MDUS) plan. The City has also obtained a Storm Water permit from TCEQ.

The City's Municipal Drainage Utility System program activities are funded by a Storm Water Fee that is reflected on area residents' utility bill. All properties within Highland Village that have impervious surface area, meaning those disturbed or hard surfaced areas that either prevent or retard the natural entry of water into the soil, must pay the user fee regardless of ownership or tax status, including businesses, non-profits, and City-owned properties. This solution is equitable to all because each household/business pays only for their impervious areas.
A rate charge of $1.20 is applied to each 1,000 square feet of each residential or commercial lot's total impervious cover. The average home in Highland Village (4,094 sq. ft. impervious cover) will be charged a user fee of $4.91 each month.
