The Texas Department of Transportation (TxDOT) and in cooperation with the Cities of Denton, Corinth, Hickory Creek, Lake Dallas, Lewisville, Carrollton, Farmers Branch, and Dallas will host a series of three Public Meetings (in open house format) for the proposed main lane improvements and construction of Managed High Occupancy Vehicle (HOV) lanes with concurrent flow along an approximately 28-mile section of Interstate Highway (IH) 35E from IH 635 to U.S. 380 located within Denton and Dallas Counties. The term Managed HOV lanes. encompasses all types of lane management strategies, including occupancy and price based lane or facility management (i.e. HOV lanes pricing by occupancy, time of day, congestion level, etc). The term concurrent indicates travel in the Managed HOV lane is the same direction as the main lanes of the roadway facility. The purpose of the proposed IH 35E project is to provide transportation improvements to enhance the regional transportation system by increasing capacity, reducing traffic congestion, and improving mobility on IH 35E. Environmental documentation will be prepared for the proposed project and developed in accordance with National Environmental Policy Act guidelines to assess potential social, environmental, and economic effects. Residents of Highland Village, along with Denton and Lewisville, voted to initiate a 1/2 cent sales tax designated for a regional transportation system. The Denton County Transportation Authority provides bus service through the member cities and to downtown Dallas. The expansion of FM 2499, Section 4 through Highland Village from FM 407 to FM 2181 was awarded to Ed Bell Construction Company, a "notice to proceed" was issued, and the pre-construction meeting has been held. FM 2499, Section 4 is now under construction with estimated completion in July 2011. FM 2499 Section 4 is a four-lane divided urban arterial from FM 407 to FM 2181 in southern Denton County. The roadway would be a non-controlled access facility, 4.7 miles in length, with intersections at existing crossing roads. It will travel through or abut the City of Highland Village, the Town of Copper Canyon, unincorporated Denton County land, the Town of Corinth, and USACE land and water associated with the Poindexter and Hickory Creek Branches of Lewisville Lake. The bid process for the widening of FM 407 from approximately 600' west of Briarhill Boulevard to approximately 600' west of Chinn Chapel Road (through the Highland Village city limits) has been delayed until all right-of-way (ROW) has been acquired and utilities relocated. The projected eligible bid date is now August 2009. If all issues are resolved in a timely manner, TxDOT could move that date up. This is a TxDOT and Denton County project.
