Highland Village is a Home Rule City and operates under a “Council-Manager ” form of government. The City Council consists of a Mayor and six members. The Council is elected at large and serves two-year terms. In even-numbered years, Places 1 (Mayor), 2, 4 and 6 are elected, and in odd-numbered years Places 3, 5, and 7 are elected to office. The City Council is the legislative and governing body of the City. In accordance with City Charter, the Council enacts legislation, adopts the annual operating budget and is responsible for setting policy. The City Manager oversees the day-to-day operations of the City and implements policies set forth by the Council.

The City Council meetings are held every second and fourth Tuesday of each month. The meetings begin at 7:30 p.m. and are held in the Council Chambers in City Hall, 1000 Highland Village Road. The meetings are held to conduct city business; however, Council does receive comments from the public at their meeting during visitors’ comments. If a citizen wishes to address the Council at a meeting, they must submit a request to speak form to the City Secretary. These forms are located at the entrance of the Council Chambers.

The agenda for each Council meeting is posted on the City’s official bulletin board located at 1000 Highland Village Road. The agenda is also posted on the City website the Friday preceding the Council meeting. If you have any questions, please contact the City Secretary’s Office at 972.899.5132.
