The City of Highland Village appreciates your consideration and interest to run for an elected official position. On May 14, 2011, the citizens of Highland Village will be electing persons to Places 3, 5, and 7 for a two (2) year term of office.
The City Charter, Sec. 8.02, outlines the eligibility to file for office and an excerpt of this section is provided below for you.
Section 8.02. Filing for Office
“A. Eligibility to File. Each candidate for any elective City office shall meet the following qualifications:
1. shall be a qualified and effectively registered voter of the City;
2. shall have resided within the corporate limits of the City, including the annexed territory, for the twelve consecutive months prior to the filing deadline;
3. shall meet the requirements of sponsorship required in Section 8.02B(petition);
4. shall not file for more than one office or position number per election;
5. shall resign from the office and the position declared vacant if an incumbent and seeking another office or position number;
6. shall not continue as a City employee after becoming a candidate for an elective office.”
The City Secretary’s Office will accept applications for the above-mentioned places beginning Monday, February 14, 2011 through Monday, March 16, 2011. The City Secretary’s Office will receive applications during the business week between the hours of 8:00 a.m. – 5:00 p.m.

Once application is filed with the City Secretary, the following forms may be utilized during the campaign.
Candidate/Officeholder Campaign Finance Report (C/OH) These forms are to be filed with the City Secretary on dates specified on the form. There is a modified reporting statement for those candidates not planning to spend more than $500.00. Candidates are encouraged to pay close attention to their expense forms. Per Texas Law, these forms are considered public record. The Texas Ethics Commission is responsible for interpreting Campaign Finance Law (Title 15). In addition to requirements by state law, the Highland Village City Charter (Section 8.02D) requires candidates to file a public disclosure wih the City Secretary. This provision requires candidates to file a financial disclosure statement with the City Secretary twenty-one (21) days prior to the day of election. The last day to file the disclosure statement is February 23, 2011.
The above forms are filed with the City Secretary, and as such, the City Secretary serves only as the custodian of the records for the benefit and convenience of the public. The City Secretary does not have any duty to determine the sufficiency or timeliness of the statements and does not have the authority to refuse to accept a statement for filing on either of these grounds.
