City Manager's Weekly Update

Community Development
We had an exciting event take place on Wednesday this week. Briarhill Middle School was one of 25 schools in the nation and the only school in Texas selected to host a downlink with the International Space Station. The school has incorporated the event into the curriculum with students learning about the solar system, life on the ISS, and even plotting the dimensions of the space station and painting it on the Briarhill football field. Governor Abbott attended and spoke to the students. For the City, the security of the event was a multi-jurisdictional effort with HVPD and HVFD taking the lead. We were able to utilize the upgrades recently made to our public safety systems and found everything to function properly and provide the connection and stability intended in the design. The system worked and the event was successful for Highland Village, LISD, and the multiple public safety organizations.

Laurie Mullens and Crystal Babcock attended the 2020 Census Complete Count Formation meeting on Tuesday. 

Laurie Mullens attended the Flower Mound Chamber of Commerce Board of Directors meeting on Friday.
 
Fire Department
Chief Brad Goudie celebrated his third anniversary with the City on Saturday. We are so happy he is part of our team!

Chief Goudie and Assistant Chief Jason Collier attended a planning meeting at the Police Department on Monday afternoon.

An Officer’s Meeting including Captains Sorsby, Ortmeier, and Middleton along with Chiefs Goudie, Collier, and Nokes took place on Tuesday morning. Following the meeting, attendees stayed for live software training on the new ER software program in order to review the program and answer any questions.

On Wednesday the Fire Department took part in the final briefing at the Emergency Operations Center for safety and security for the special event taking place at Briarhill Middle School later that morning. Representatives from the Highland Village Fire Department, Highland Village Police Department, Highland Village Police Auxiliary, Denton County Sheriff’s Office, Lewisville Fire Department, Denton County Emergency Services, and the Lewisville Independent School District were in attendance.

The Fallen Officers Bike Race and 5K ride to school auction winner redeemed his certificate on Thursday riding to school on the Fire Engine! We hope he enjoyed his ride and appreciate the support for the Fallen Officers Bike Race and 5K!

Captain Dan Ortmeier continued the Strategic Government Resources (SGR) Supervisory Series on Thursday at the Keller Municipal Complex. SGR partners with local governments to recruit, assess, and develop innovative, collaborative, and authentic leaders. These bi-weekly classes include 30 future local government leaders. 

Both A and B Shifts completed their EMS continuing education with PHI Air Medical over cardiac emergencies. The Cath Lab Coordinator from Medical City Denton also reviewed new procedures for the cath lab.

Public Works
Work on the roof continues at the Municipal Complex and Service Center. 

Work also continues on the Ladera development; the contractor continues doing dirt work, installing waterlines, retaining walls, and sidewalks.

Public Works and Parks met with BW2 Engineers to plan and discuss Phase 2 of the Highland Village Road sidewalk project.

Public Works and BW2 Engineers held a pre-construction meeting with CFG Industries for the Idlewild Elevated Storage Tank Repainting Project.

Staff met with BW2 Engineers to discuss ongoing projects.

Streets Division
  • Completed crack sealing on Malibu Drive, Victoria Drive, Inca Place, and Gayle Lane.

  • Patched potholes in various locations throughout the City.
  • SAZ Contractors continue concrete street repairs in various locations along Hillside Drive.
  • Crew Leader, Robert Lively, attended the Supervisory Series training in Keller. 
  • Continued preparing and restriping the pavement markings at the Service Center.

  • Street Supervisor, Layne Cline, attended Leadership Lewisville on Tuesday. The class toured the LISD Career Center East, the NCTC and MSU Flower Mound campuses, and met with the LISD School Board and Trustees.

Drainage Division
  • Performed inlet inspections throughout the City.
  • Performed barrow ditch cleaning in the 1500 block of Highland Village Road.

  • Repaired the concrete flume in the 1500 block of Highland Village Road.

Utilities Division
  • Repaired a water main leak at Oak Street and Highland Village Road.

  • TV inspected a sanitary sewer main in the 2700 block of Timbercrest Lane and a service on Horseshoe Drive.

  • Removed a fire hydrant in the 2300 block of Highland Village Road.
  • Hydro-excavated to repair a water service leak in the 100 block of Addison Drive.
  • Held a monthly Utilities Division safety meeting on Friday.
  • Located one area of water and sanitary sewer infrastructure for contractors performing underground boring and excavations.
  • Flowed and inspected several fire hydrants as part of our annual fire hydrant maintenance program. 
  • Performed customer service inspections on several commercial businesses.
  • Performed meter rereads, water turn on/turn offs, and leak checks.
  • Performed maintenance on well lots, lift stations, fire hydrants, and the water distribution and wastewater collection system.

Maintenance Division
  • Performed 12 preventive maintenance and equipment services.

  • Replaced one battery.
  • Replaced six tires.
  • Replaced the sway bar links.
  • Repaired trailer lights.
  • Replaced the rear shocks in a vehicle.
 
Parks and Recreation
Park Staff
All crews have prepared their areas of responsibility for the start of sports league play

Crews installed signage on the soccer goals to assist our patrons in distinguishing which field is which.

Staff at Pilot Knoll Park continue to work on site 33. We anticipate this site to be open by the end of next week, weather permitting.

Gabe Doria and Marcos Mejorado continue to work on replacing the broken flagstone at Pilot Knoll Park, they are also painting the edge of the slab yellow to visually enhance the step at the gatehouse.

Park Projects
Pilot Knoll Park
Construction crews continue to work on the overnight restroom. 
 
Copperas Branch Park
Staff continues to coordinate with AGL Constructors in an effort to restore the park to its previous condition.    

They have installed the parking bumpers in the middle parking lot and are working on sealing two manhole lids, restriping the entrance by the gatehouse, and installing the Ventek entry gate arms. 

Highland Village Road Sidewalk
Phil Lozano, Scott Kriston, Glenn Hollowell, Fince Espinoza, and Jim Waldbauer from BW2 Engineers met to discuss the construction and alignment of the sidewalk along the road from City Hall to Sellmeyer Lane.

Victoria Park Track Replacement 
BW2 Engineers is currently working on the design for the track replacement. 

Brazos Park 
The contractor continues to work on the design for the Brazos Parking Lot Extension Project.

Doubletree Ranch Park
Matt Ansted continues to work on having a guardrail installed at the splash pad. We anticipate the contractor to begin within two weeks.

Sunset Point Park
G&A Consultants continue to work on the design of Sunset Point Park.

Recreation
Adam Richter and Andra Foreman attended the Texas Amateur Athletic Federation Regional meeting on Wednesday.

The City of Highland Village and Neighborhood Sports Winter NBA Youth Basketball season continues this Saturday, February 17. Games take place at Briarhill Middle School. The league is for boys and girls from first to twelfth grade.

This was the sixth week of Session I of the Spring Tennis Program. There are morning, evening, and weekend classes offered for ages four and up.

Senior All-Stars
Monday: Assorted Card Games - Dealer’s Choice, Spades in the Library
Tuesday: Assorted Card Games - Dealer’s Choice, Dominoes, 42 
Thursday: Assorted Card Games - Dealer’s Choice, Bridge, Rummikub

On Thursday, 45 Senior All-Stars enjoyed a meal from Meals on Wheels that included baked potatoes from McAlister’s Deli. Following lunch, ten Senior All-Stars stayed to watch the movie North by Northwest (1959). 

Saturday, February 17, the Senior All-Stars will visit the Fort Worth Stockyards for a day of shopping and to witness the “Fort Worth Herd”. Before heading home, they will enjoy lunch at Joe T. Garcia’s.

Community Education Classes

Adams “At-Home” Kempo Kids Karate classes are held on Saturdays for children ages four and up. Indoor classes take place at The Robert & Lee DuVall Center at 9:00 a.m. and outdoor classes are held at Unity Park at 10:30 a.m.

Fit4Mom is held on Tuesdays from 9:30 a.m. - 10:30 a.m. at Unity Park and on Wednesdays from 9:30 a.m. - 10:30 a.m. at Doubletree Ranch Park.

Camp Gladiator is held at Unity Park on Monday, Tuesday, and Thursday at 8:30 a.m.

Tai Chi Gung is held Mondays from 12:00 p.m. - 1:00 p.m. and Thursdays from 10:30 a.m. - 11:30 a.m. at The Robert & Lee DuVall Center FREE of charge.

Pilates Strength & Core for 50 is held Sundays at 9:00 a.m. at The Robert & Lee DuVall Center.

Outdoor Recreational Pickleball open court is available at Unity Park. Pickleball nets and balls are located on-site for set up. All ages are welcome to play FREE of charge and residency is not required. Don’t forget to bring your paddle!

Indoor Recreational Pickleball open court is available weekly on Monday, Tuesday, and Thursday from 1:00 p.m. - 4:00 p.m. at The Robert & Lee DuVall Center. All ages are welcome to play FREE of charge and residency is not required.

Stand Up Paddle Boarding is available by appointment only. Contact Juliet at (214) 717-2031 for an appointment. Bluet SUP will be offering daily rentals, SUP yoga classes, private lessons, tours, and group parties. Human Resources
Kimberly Lopez attended Leadership Lewisville on Monday. This nine month program of the Lewisville Area Chamber of Commerce educates and provides opportunities to develop leadership skills.

An employee meeting was held on Thursday. Departments provided updates on projects and Kim Lopez gave a brief overview of medical plan updates as well as how to access some of the services provided.
