City Council has approved a utility rate increase to go into effect with the October 2017 billing cycle. Information and details on the new rate structure can be found here.
Utility Billing is responsible for monthly utility bills, which are determined by recording monthly meter readings. They also respond to inquiries relating to new and existing utility accounts.

How do I set up water, sewer, and garbage services?
To activate water, sewer, and garbage services in Highland Village visit 2TurnItOn to set up service online, or download the "Application for Water Service" form and return it to Utility Billing by:

Please be aware that a $150 deposit is required to set up service (customers who are 65 years of age or older are exempt). Applications that are submitted via email or fax will have the $150 deposit automatically added to the customer's first bill. The deposit will be refunded to the customer after 12 consecutive months of monthly payments with no instance of late payment, on their final bill, or when they turn 65.
How much water are you using?
Water conservation is something we all take seriously. Now you can monitor your water consumption online. When you create an account with EyeOnWater, you will be able to view your usage by month, day, or even hour.
Utility bills are mailed to residents on the first of each month. Payments are generally due on the 20th of each month. Payments received after the 20th are subject to a 10% penalty (minimum of $5). There is a $25 fee charged for non-sufficient funds returned checks. Payments can also be dropped off in the drop box at City Hall.
A number of residents have asked about receiving their monthly utility bills via email rather than a paper bill. We have now established a service to do this! Once you sign up, the monthly bills will be sent to the email address you designate. Over 65 Credit
Customers who are 65 years of age or older will receive a $5.00 per month credit on their utility bill. Apply for this exemption with the Denton County Appraisal District (DCAD) and receive a $75,000 exemption on valuation for property tax as well.
